It’s a flexible rubber sealing ring used inside the hammer/rotary mechanism to keep dust, debris and lubricant where they belong and to maintain correct part alignment during operation. The part is listed in Hitachi parts diagrams for the DH40MR / DH45MR and is supplied as the single replacement rubber ring for that assembly.
